How can i adding post inputs to database and get that in other file

How i can create script, who adding (name,access,and a few inputs) to database. And get this name in domain example domain.com/name. Without create file with that name. I mean when i write in inputs example Name=Post and access=1 and other inputs, that added to database and in site can see that in domain.com/Post
